Why this is the best answer
Traffic between VLANs needs a Layer 3 routing path. Verify the relevant VLAN interfaces, routes, and access rules before changing unrelated services. Internet access shows that at least one routed path works; it does not establish that traffic between these two internal VLANs is permitted.
Why the other options fit less well
DNS forwarding resolves names. Port mirroring copies traffic for observation, and link aggregation combines physical links. None of them supplies the missing inter-VLAN routing policy.
